Capital HR at NIH
The Capital HR system is a PeopleSoft based Human Resource (HR) information system used throughout the Department of Health and Human Services (HHS) to process personnel actions and administer benefits. The web-based Capital HR system replaced the legacy HR information system, IMPACT, in September of 2002. Capital HR contains “core” functionality common to the DHHS and its Agencies and is continually being reviewed for enhancements by the DHHS Program Support Center (PSC). The Department’s current Central Pay System receives data feeds from the Capital HR.
Online Security Recertification
All Capital HR Users are required by HHS to complete the Online Security Recertification.
Why? To ensure that all users have appropriate access to the Capital HR processing system in order to be in compliance annually with the Department of Health and Human Services (HHS). The Security Recertification page is now available online to all users. Please certify your Capital HR access by completing the steps below.
Deadline to complete the recertification: June 16, 2008 5:00 PM EST.
Any Capital HR User who does not complete the recertification by the above deadline, will lose their Capital HR access on Tuesday, June 17, 2008 5:00 PM EST
To verify your security roles, a list of row level security permissions, DPN code (this is a code that allows the system to group HN admin code or sac code) and security roles name/description have been posted in the ‘What’s New’ section at the top right corner of this page.
Capital HR Administrative Officer Training
The Capital HR system training course is designed for NIH Professionals/Administrative Officers across the various Institutes/Centers who require a better understanding of the Capital HR system. Specifically, this course reviews utilizing and processing actions in Capital HR. Students will receive a broad overview of Capital HR functionalities and features including: the Recruitment Module, Personnel Actions Requests (PARs), printing SF50s and SF52s, and searching for and running public queries and reports. This course also explores various PARs to include the following: promotion, reassignment, resignation, extension, workflow and worklist such as reviewing, returning, approving, and removing actions. The cost for this course is $249.00.

- New Reporting Solutions to increase performance and capabilities to accessing HR information - EPM
- Enterprise Human Resources Integration (EHRI) will support human resources management across the Federal Government at all levels from front-line employee to senior management. EHRI edits are being installed to better accuracy in data processing.
Quick Reference Guide for NOA and Legal Authority Codes
A two page sheet of Quick Reference Guides (QRG) has been developed to help reduce common errors when entering Nature of Action Codes and Legal Authority Codes in Capital HR. Common Codes are available for:
- Appointment
- Separation
- Conversion
- Reassignment
