Capital HR at NIH

The Capital HR system is a PeopleSoft based Human Resource (HR) information system used throughout the Department of Health and Human Services (HHS) to process personnel actions and administer benefits. The web-based Capital HR system replaced the legacy HR information system, IMPACT, in September of 2002. Capital HR contains "core" functionality common to the DHHS and its Agencies and is continually being reviewed for enhancements by the DHHS Program Support Center (PSC). The Department’s current Central Pay System receives data feeds from the Capital HR.

HHSIdentity Enterprise Access Management (EAM) Single Sign-On

Register Immediately! On October 26th the Capital HR link will direct you to the EAM Single Sign-On Page.

The Department of Health and Human Services (HHS) is implementing the HHSIdentity Enterprise Access Management (EAM) to provide single sign-on capability for HHS applications. The initial phase of implementing single sign-on will include Capital HR, and in the future, HHS systems such as eOPF and LMS will be added to EAM.

On October 26th, the URL for Capital HR will be disabled, and you will be directed to the EAM Single Sign-On page to log into Capital HR. You will be unable to access Capital HR until you have registered for an EAM account and linked it to Capital HR. To register, please use the user guides below.
