The Workflow information Tracking System (WiTS) is a web-based business process management tool that provides corporate consistency for OHR's business processes. It enables OHR to monitor, track, and report on its activities in near real-time. WiTS contains workflows for many HR actions such as awards, recruitment, PAR processing, and HR systems support tickets. Phase I of the WiTS project involved the identification and selection of a product that met all system requirements outlined by the OHR Functional User Group (comprised of senior HR specialists, HR Branch Chiefs, and Division Directors). Phase I was completed in 2003.
Phase II involves the development of new WiTS workflows and reports and is ongoing. The WiTS Advisory Group (WAG) is comprised of HR staff members with a comprehensive understanding of NIH HR processes as well as an advanced level of skill with WiTS. This group meets frequently to: identify current HR processes for standardization and inclusion in WiTS, perform testing of new workflows and reports, consider system policies needed for WiTS usage, provide recommendations to OHR management in determining HR policy related to the use of WiTS, and suggest modifications and enhancements to the system.
In November 2004, HHS created EWITS (Enterprise Workflow Information Tracking System) in support of the President’s Management Agenda (PMA) and the Secretary’s “One HHS” initiative. The goal of this initiative is to develop and deploy an HHS-wide automated HR workflow tracking and metrics system. Since then, the WiTS project team has been working with the Department, PSC, and other HHS HR Centers (OS, Atlanta, Baltimore, IHS, Rockville) to review and discuss how each center carries out its business and develop standardized workflows for HHS. The EWITS: ER/LR module was the first module released (in September 2006) and is presently in use by the NIH OHR Workforce Relations Division. The EWITS: Recruitment module is currently in use by some of the HR Centers and the EWITS: Awards module is now in use by CMS.
