Why Do I Need A myPay PIN And How Can I Get One?

It is very important to have access to your myPay (DFAS) account so that you can view your Leave and Earnings Statement (LES) each pay day to verify that the correct deductions are being withheld and that your leave balances on your LES match the balances in ITAS. You must also use myPay to make changes to your home address, TSP contributions, direct deposit of pay, allotments, Federal tax withholdings, and Open Season health benefits elections. Additionally, some state tax withholdings must be made via myPay (DFAS). If you move to or from Maryland, you must complete a state tax form for your new state and submit it to the Benefits and Payroll Liaison Branch (Bldg 31/Rm B3C23) for processing. However, for movement between other states and/or the District, you must use myPay (DFAS).

To access the system, you will need your Login and Password. If you have forgotten your Login or Password, click the "Forgot Your Login ID?" or "Forgot or Need a Password?" link on the left side of the myPay (DFAS) screen. Using this method, your Password can be e-mailed to you if you pre-registered your e-mail address, or it can be mailed to your current home address of record within 7 to 10 business days

A second option for requesting a Password is to send a fax to 216-367-3549. You will need to include in your request your name, SSN, a daytime phone number, a copy of your NIH ID Card, and you must sign the fax. Upon receiving your fax, the Defense Finance & Accounting Service (DFAS) will reset your Password using a temporary Password. Your temporary Password will be 8 numbers, the last 4 numbers of your SSN twice. You will not receive a notice from DFAS that your Password has been reset. Simply wait at least two business days before logging into myPay (DFAS) to use your temporary Password. Upon logging in, you will be prompted to reset your Password. Information pertaining to establishing an acceptable Login and Password can be obtained at myPay FAQs (DFAS).

If you encounter problems with your Login and/or Password or technical issues using myPay (DFAS), contact the DFAS Centralized Customer Support Unit toll-free at 1-888-332-7411. This support line is available Monday through Friday, 7:00 A.M. to 6:30 P.M. Eastern Standard Time. They can provide assistance on how to use the options available to you in myPay. They will also provide support for establishing and changing your Login and/or Password.

Thrift savings plan (TSP) Roth update - DFAS prepares myPay to accept elections

Service (DFAS) anticipates myPay will be ready to accept TSP Roth elections on July 16. As DFAS prepares the system for the transition, myPay is currently unavailable for any type of TSP Transaction through July 15. Active Federal employees and members of the uniformed services will have the option to designate some or all of their contributions as Roth contributions. The TSP Roth feature will give participants flexibility in the tax treatment of their contributions. With Roth contributions, you pay taxes now. Electing Roth contributions is not an all or nothing decision. You can contribute to both Roth and traditional TSP. Roth gives you the opportunity to diversify the tax treatment of the money in your account. You may want to consult a qualified tax or financial advisor to help you decide if Roth is for you.

On June 4, 2012, the NIH Office of Human Resources in conjunction with DHHS implemented TALX, the premier Employment and Income Verification system. TALX – The Work Number®, is an automated system that provides proof of employment and income to verifiers. TALX is widely known and used by over 50,000 entities including most major financial institutions, mortgage lenders, leasing companies, and private corporations to verify employment and income status of employees. The system provides a secure way for verifiers to obtain your employment information and is available 24 hours a day, 7 days a week. Before your information can be released to a verifier, you must give your authorization. NIH employees can use TALX The Work Number® in three easy steps:

Authorize the verification by completing the verifier's (lender, bank, etc.) authorization form.

Provide the verifier with:

A reminder regarding unsolicited contacts by outside vendors

Occasionally, the Benefits and Payroll Liaison Branch receives calls from NIH employees who have been contacted by financial planning company representatives. The representatives are offering to meet to discuss benefits and are implying they are endorsed by or represent the NIH or the Federal Government in an attempt to target employees as clients. As a reminder, the Benefits and Payroll Liaison Branch of the Office of Human Resources administers the Federal benefits program for NIH. It is not the practice of OHR to contact employees in any manner to sell financial planning information. We have no connection with, or responsibility for, any "supplemental" financial planner. Our branch does not use sales agents or telephone solicitations of any kind. All Federal employees are free to pursue financial planning with outside sources and are encouraged to comparison-shop. However, employees should not be misled into believing that the caller represents or is sponsored by NIH. Should you have any questions, please notify your Benefits Contact.

When An Employee Enters Leave Without Pay (LWOP) Status - If an employee will be on LWOP for more than 30 consecutive days, a personnel action must be processed. Because non-pay status can severely impact an employee's benefits, it is also very important that you notify your Benefits Contact as soon as you are notified that the employee is going on LWOP.

Is Your State Tax Withholding Correct?

It is very important and your responsibility to review your LES each payday to ensure that proper deductions are being withheld. You can access your LES at anytime in myPay (DFAS). Should you discover a benefits withholding problem, notify your Benefits Contact immediately. For other withholding problems, contact your timekeeper or Administrative Officer for assistance. Your LES is available in myPay for only the past 26 pay periods. Once your LES has been removed through normal pay period updates, it cannot be regenerated. We recommend that you print or save the printer friendly version of your LES to a file or disk. This is very important should an audit become necessary.

If you want the added convenience of receiving an e-mail notification each pay period when your LES is available in myPay (DFAS), you only need to follow a few simple steps. First, you need to access your account in myPay (DFAS). Once in myPay, select E-mail Address. You must enter your Secure Personal E-mail Address twice and click on the primary button. Finally, click on accept/submit. You will be asked to confirm your information. That's all it takes! Each pay period you will receive an e-mail informing you once your LES is available.

Is Your State Tax Withholding Correct?

When was the last time you checked the tax withholdings on your Leave and Earnings Statement (LES) for accuracy? Confirming that state taxes are being withheld for the correct state is extremely important. If you fail to make a state tax withholding election, the withholdings automatically default to the state of Maryland. An address change from one state to another completed in myPay does not automatically change your state tax withholding. If you move to or from Maryland, you must complete a state tax form for your new state and submit it to the Benefits and Payroll Liaison Branch (BPLB), Bldg 31/Rm B3C23, for processing. However, for movement between other states and/or the District, you must use myPay (DFAS). You can access your Leave and Earnings Statement in myPay (DFAS) to view your withholdings. Should you discover taxes are being withheld for the wrong state, complete the appropriate state tax withholding form or use myPay as instructed above. Additionally, you should immediately notify BPLB, 301-496-2404, of the problem. With sufficient notification, withholding problems reported prior to the end of the calendar year can be corrected.

If you move to or from Maryland, you must complete a state tax form for your new state and submit it to the Payroll Liaison Team (Bldg 31/Rm B3C23) for processing.

What Happens To My Health Benefits And Life Insurance Coverage If I Go Into Leave Without Pay (LWOP) Status?

Your health benefits coverage will continue for up to 365 days of non-pay status. You have the option of terminating your coverage during the period of non-pay status or continuing the coverage. If you elect to continue your coverage, you will incur a debt or must make direct payments to DFAS while in non-pay status. You will need to sign a Notice of Intent Agreement and submit it to your Benefits Contact. This does not apply if you are claiming compensation from the Department of Labor because of a work-related injury or illness. For more information on LWOP and health benefits under these circumstances, please contact the NIH Workers' Compensation Specialist on 301- 496-2404.

Your life insurance coverage will continue for up to 365 days of non-pay status. You do not have to pay for the coverage while in non-pay status. The agency will pay for you, and you will not be required to reimburse the agency for this benefit. If you do not return within 365 days of non-pay status, your FEGLI coverage will be terminated; however, you have the option of converting to an individual policy. For additional information on the impact of LWOP on your Federal benefits, refer to the Fact Sheet. Prior to going on LWOP, it is very important that you notify your Benefits Contact.

A Reminder Regarding Unsolicited Contacts By Outside Vendors!

Thrift Savings Plan (TSP) – Roth TSP Coming Soon!

The TSP will soon begin offering all active Federal employees and members of the uniformed services the option to designate some or all of their contributions as Roth contributions. You may want to consult a qualified tax or financial advisor to help you decide if Roth is for you

The 2012 Limit Increases For The Thrift Savings Plan (TSP)!

The 2012 IRS annual limit for regular TSP contributions will increase to $17,000. If you are covered by the Federal Employees Retirement System (FERS), you could lose valuable matching Agency TSP contributions by reaching the limit before the end of the calendar year. If you want equal payments deducted over the calendar year for 26 pay periods, you should contribute $654 each pay period. If you are currently contributing a lesser or higher amount, but want equal payments withheld over the course of the year that will equate to $17,000, you must enter your election of $654 in myPay (DFAS). If you expect to enter your myPay (DFAS) election for 2012 between December 4 - 17*, 2011, your election will be effective on December 18, the first pay period for 2012. If your election is entered after December 17, you will need to adjust your election amount. To determine the adjusted amount, use the Elective Deferral Calculator on the TSP website. If you have additional questions, refer them to your Benefits Contact. (*It is recommended that you enter your election by December 16, if you want to ensure an effective date of December 18.).

Can I Make Thrift Savings Plan (TSP) Catch-Up Contributions?

In addition to regular TSP contributions, you may also make TSP Catch-up contributions (TSP), if you meet the following criteria: 1) you are age 50 or over (or will be age 50 during 2012); 2) you are in pay status; AND 3) you are contributing an amount towards your regular TSP which will cause you to reach the $17,000 IRS limit by the end of the 2012 calendar year. The 2012 IRS limit for Catch-up contributions remains at $5,500. Unlike regular TSP elections, a Catch-up election is only valid for one year. Therefore, if you want to make Catch-up contributions each year, you must make a new election each year. To make a Catch-up election for 2012, you may make your election at any time on/after December 4 by using myPay (DFAS). Be certain to enter the amount you want withheld from your pay each pay period. If you have questions, please notify your Benefits Contact.

What Is The Difference Between A Flexible Spending Account (FSA) And A Health Savings Account (HSA)?

A Flexible Spending Account (FSA) is an employee benefit that allows you to set aside money, on a pre-tax basis, for certain health care and dependent care expenses. There are three types of FSA accounts: 1) Health Care FSA (HCFSA); 2) Limited Expense Health Care FSA (LEX HCFSA); and 3) Dependent Care FSA (DCFSA). If you wish to enroll in an FSA for the 2012 plan year, you must make your annual election during the open season on the FSAFEDS website. You may also enroll by calling 877-372-3337 (TTY: 1-800-952-0450). Your election amount is divided into allotments based on the number of pay dates in the plan year. Every pay date, an allotment is deposited directly into your FSA account. Expenses on your account for the 2012 plan year must be incurred by March 15, 2013, and your claims must be faxed or postmarked no later than April 30, 2013; otherwise, your unused balance is forfeited.

A Health Savings Account (HSA) (OPM) is an investment account available only to members who enroll in a High Deductible Health Plan (HDHP) under the Federal Employees Health Benefits (FEHB) Program (OPM). Your HDHP credits a portion of your premium to the HSA. You also have the option to make pre-tax contributions to the account. The funds in your HSA can be used to pay for your plan deductible and/or qualified medical expenses that do not count towards your deductible. These accounts earn interest and roll over any remaining balance from year to year. The funds are yours to keep whether you change plans, leave Federal service, or retire. Withdrawals can also be used for non-medical expenses. However, if you are under age 65, you will be subject to a 20% penalty in addition to any other income taxes you may owe on the withdrawn funds.

Important Note: You cannot have both a HCFSA and an HSA.

Annual Leave – Use It Or Donate It

The 2011 leave year ends on December 31, 2011. Use or lose annual leave must be officially scheduled with your supervisor no later than November 19, 2011, and used no later than December 31, 2011. For most employees, a maximum of 240 hours may be carried over from one leave year to the next; however, those employees in the Senior Executive Service have a maximum of 720 hours that may be carried over from one leave year to the next.

NIH employees lose thousands of use or lose hours each year. Don't let your leave disappear! If you don't plan to use it, donate it to recipients in the Voluntary Leave Transfer Program (VLTP) or the NIH Leave Bank to help your fellow NIHers continue to receive paychecks while experiencing a medical emergency. Donations can be made quickly through the Integrated Time and Attendance System (ITAS) and limitations can be waived if the leave will be lost. Please contact your IC VLTP Coordinator or the Leave Bank Office for more information. Remember to use it or donate it...but don't lose it!

ITAS/DFAS Leave Balance Reconciliation Initiative

DHHS is currently working with the Defense Finance and Accounting Service (DFAS) to eliminate leave balance discrepancies between the Integrated Time and Attendance System (ITAS) and the Defense Civilian Pay System (DCPS). For some NIH employees, the balances between the two systems do not match. This can cause major problems with both pay and leave. In order to rectify this, DHHS has established an initiative to involve employees and timekeepers/administrative officers in correcting the inaccuracies. If there is a discrepancy with your leave balances, you have been or will be sent a message notifying you of the discrepancy. If you receive a letter, please verify your leave balances in ITAS and myPay (DFAS) no later than November 10, 2011, and provide your timekeeper with the necessary documentation to support the clean-up. Questions may be directed to your ITAS Coordinator.

Review Your Leave And Earnings Statement (LES) Each Pay Day To Ensure Accuracy! It's Important!

A Reminder Regarding Unsolicited Contacts By Outside Vendors!

Recently, the Office of Human Resources (OHR) has been notified that a number of NIH employees have received unsolicited calls from a financial planning company. The caller is offering to meet to discuss benefits. This company is implying they have endorsements from NIH and/or the Federal Government in an attempt to target employees as clients. As a reminder, the Benefits and Payroll Liaison Branch of the OHR administers the Federal benefits program for NIH. However, employees should not be misled into believing the provider is sponsored by NIH. Should you have any questions or concerns, please notify your Benefits Contact.

Can I Have Dual Enrollments In The Federal Employees Health Benefits (FEHB) Program)?

No. Dual enrollment in FEHB is prohibited (OPM), except under very limited circumstances. Dual enrollment is when you or an eligible family member covered under your "self and family" enrollment is also covered under another FEHB enrollment. For circumstances where dual enrollment is allowed, it must be authorized by the Benefits & Payroll Liaison Branch and will only be allowed when you or an eligible family member would otherwise lose coverage. For further information, please get in touch with the Benefits Contact for your IC.

How Is The Coverage Amount And Premiums Determined For My Life Insurance?

The Federal Employees Group Life Insurance (FEGLI) Program (OPM) offers Basic insurance coverage and three types of Optional coverage. The Basic insurance coverage amount is equal to your annual basic salary rounded up to the next even $1,000 plus an additional $2,000. Additionally, there is an extra benefit for employees under age 45. Option A (Standard) provides a flat coverage amount of $10,000. Option B (Additional) provides multiples of one to five times your annual basic salary, after rounding up to the next even $1,000. Option C (Family) is coverage for your spouse and unmarried dependent children under age 22. It provides one to five multiples of coverage. Each multiple is equal to $5,000 for your spouse and $2,500 for each of your eligible dependent children.

The cost for Basic insurance is shared between you and the Federal Government. Your age does not affect the cost for Basic coverage. You pay the full cost for any Optional insurance and the cost depends on your age. The change in premiums (OPM) resulting from age begin at age 35 and continue to increase in five year increments. If you notice a change in your FEGLI premiums on your Leave and Earnings Statement, you should verify the cost based on your salary and age. To determine the value and cost of your FEGLI, the easy use of the FEGLI calculator (OPM) can help. Please refer any questions to your Benefits Contact.

View Your Leave and Earnings Statement (LES) Regularly – It's Important!

LES each payday to ensure that proper deductions are being withheld. You should also compare your leave balances with those in ITAS. You can access your LES in myPay (DFAS). Should you discover a Benefits withholding problem, notify your Benefits Contact. For other pay or leave problems, contact your timekeeper or Administrative Officer for assistance. Your LES is available in myPay for only the past 26 pay periods. Once your LES has been removed through normal pay period updates, it cannot be regenerated. We recommend that you print or save the printer friendly version of your LES to a file or disk.

If you want the added convenience of receiving an e-mail notification each pay period when your LES is available in myPay, you only need to follow a few simple steps. First, you need to access your account in myPay (DFAS). Once in myPay, select E-mail Address. You must then enter your Secure Personal E-mail Address twice and click on the primary button. Finally, click on accept/submit. You will then be asked to confirm your information. That’s all it takes! Each pay period, you will receive an e-mail notifying you when your LES is available.

How Can I Determine If My Designations Of Beneficiary Are Up To Date?

Designation of Beneficiary forms may be completed for unpaid compensation, life insurance, retirement (CSRS or FERS), and the Thrift Savings Plan, TSP-3, if you want payment to go to someone other than the person(s) entitled under the normal order of precedence upon your death. You should periodically review your designations to ensure they remain current. You may view designations for unpaid compensation, life insurance, and FERS in your electronic Official Personnel Folder (eOPF). A designation will still be valid even if your family situation has changed. For instance, if you designated your spouse and you have since divorced, your former spouse is still your beneficiary unless you file a new Designation of Beneficiary, either canceling the previous one or designating someone else. Additionally, please know that the unpaid compensation designation form is no longer valid if you transfer to another Federal agency. The OPM website also has information pertaining to designating minors as beneficiaries.

Once you’ve completed the form(s) and have had them signed by two witnesses, the unpaid compensation, life insurance, and the FERS forms should be forwarded to the Benefits & Payroll Liaison Branch, 31 Center Drive, Bldg 31, Room B3C23, MSC 2215, Bethesda, MD 20892-2215. (Note: NIEHS employees located in North Carolina may submit their forms to Donna Fisher, Keystone, Room 1108.) The CSRS and TSP forms should be mailed directly to the address indicated on each form. Please note that no erasures, white-out, or cross-outs are permitted on the designation forms. If you have questions, please notify your Benefits Contact.

What Happens To My Child's Health Insurance Coverage When He/She Turns Age 26?

When your child reaches age 26, he or she is no longer eligible to be covered under your health benefits enrollment. If your child is no longer eligible for coverage and was your only covered family member, you must submit an election form to your Benefits Contact to change your enrollment to “Self Only”. The change is not automatic.

You have 60 days from the date your child turns age 26 to notify your Benefits Contact. He/she will give you information on how your child may enroll in his/her own right for Temporary Continuation of Coverage (TCC) (OPM). The TCC enrollment can be for up to 36 months and the child will have to pay the full premium (no Government contribution), plus a 2% administrative charge. TCC enrollments are also available to you (coverage for up to 18 months) should you leave the Government and for a former spouse should you get divorced (coverage for up to 36 months). All TCC enrollments must be submitted within 60 days of the event allowing the enrollment.

What Happens To My Child's Life Insurance Coverage When He/She Turns Age 22?

When your child reaches age 22 (or marries before age 22) he or she is no longer eligible to be covered under your life insurance family enrollment. This is true even if your child is still in school. If your child is no longer eligible for coverage and was your only covered family member, you must submit an election form to your Benefits Contact to cancel the Option C-Family coverage. The change is not automatic.

To determine if you have Option C-Family, review your most recent SF-50 (Notification of Personnel Action) or your LES in myPay (DFAS). If your two-digit Life Insurance code ends in number 1, 2, 3, 4 or 5, then you are carrying Option C. Loss of coverage due to marriage or reaching age 22 does not afford one the opportunity to convert Option C to an individual policy. If you have specific questions, please notify your Benefits Contact.

What Is The Difference Between A Flexible Spending Account (FSA) And A Health Savings Account (HSA)?

A Flexible Spending Account (FSA) is an employee benefit that allows you to set aside money, on a pre-tax basis, for certain health care and dependent care expenses. There are three types of FSA accounts: 1) Health Care FSA (HCFSA) ; 2) Limited Expense Health Care FSA (LEX HCFSA) ; and 3) Dependent Care FSA (DCFSA). If you enrolled in an FSA for the 2011 plan year, expenses on your account must be incurred by March 15, 2012; otherwise, your unused balance is forfeited.

A Health Savings Account (HSA) (OPM) is an investment account available only to members who enroll in a High Deductible Health Plan (HDHP). The funds are yours to keep whether you change plans, leave Federal service or retire. Withdrawals can also be used for non-medical expenses. However, if you are under age 65, you will be subject to a 20% penalty in addition to any other income taxes you may owe on the withdrawn funds.

Important Note: You cannot have both a HCFSA and an HSA.

Do We Owe You Money?

You could be owed leave and leave can equal money. For instance, suppose your annual leave balance in ITAS is correct, and that balance is higher than your balance on your Leave and Earnings Statement (LES). If you separated from Federal service, your lump sum annual leave payment would cover the lower LES balance. Or if you transfer to another agency, the lower balance would be transferred. Or if your use-or-lose annual leave balance is incorrect, you may forfeit leave at the end of the year. Also, leave that is approved in ITAS, but not reflected on your LES will convert to leave without pay. In all of these cases, you would lose money. If you do find a discrepancy, you should contact your timekeeper and/or your Administrative Officer right away for assistance so the problem can be corrected. Still have problems? Contact your ITAS Coordinator for help.

New Logon Process For myPay!

myPay (DFAS) launched system enhancements on Saturday, April 30. Inspired by customer suggestions, the enhancements are designed to make the site easier and more convenient for DFAS customers. myPay (DFAS) allows you to view your Leave and Earnings Statement (LES), make changes to your home address, TSP contributions, direct deposit of pay, allotments, Federal tax withholdings, and some state tax withholdings. Additionally, all open season health insurance elections must be accomplished using myPay (DFAS). The new upgrade reduces the number of steps required to log into the system and makes the virtual keyboard, an unusual security feature designed to protect usernames and passwords, optional. The new login procedures are similar to those of banks and other financial services.

Users will simply enter their Login ID and password on the home page and click once to accept the user agreement for access to their accounts. Though it is easier, the new login procedure still meets security requirements in private industry worldwide.

Important Benefits Notes For Administrative Officers!

When An Employee Enters Leave Without Pay (LWOP) Status – If an employee will be on LWOP for more than 30 consecutive days, a personnel action must be processed. For guidance, please contact your Client Services Division HR Representative. Because non-pay status can severely impact an employee's benefits, it is also very important that you notify your Benefits Contact as soon as you are notified that the employee is going on LWOP.

When An Employee Dies In Service – In the event of the death of an employee, please notify your Benefits contact immediately. The Benefits contact will counsel the employee's surviving family member(s) on available benefits and assist in the preparation and timely submission of death benefits claim forms.

How Is The Coverage Amount Determined For My Life Insurance?

Your life insurance coverage amount will depend on the type of coverage you have.

Please refer any questions to your benefits contact..

Can I Name A Minor As The Beneficiary For My Life Insurance?

Yes, you can name a minor as your beneficiary. However, the Office of Federal Employees Group Life Insurance (OFEGLI) will not make payment to the child while he/she is a minor. When the beneficiary is a minor, OFEGLI adheres to certain guidelines (OPM). If you wish to designate or change your beneficiary, you may do so at any time by completing a Designation of Beneficiary Form, SF 2823 (OPM). After obtaining the signatures of two witnesses, submit your form to the Benefits and Payroll Liaison Branch in Bldg 31/Rm B3C23, MSC 2215. For employees located at NIEHS, submit your form to Donna Fisher, Keystone Bldg/Room 1108. If you do not file a designation form, OFEGLI will make payment based on the order of precedence (OPM) as set by law.

If I Separate From Federal Service, What Happens To My Thrift Savings Plan (TSP) Account Balance?

You are fully vested in (that is, entitled to keep) your own contributions and any earnings on these contributions. If you are covered under the Federal Employees Retirement System (FERS), you are fully vested in any Agency Matching contributions, plus earnings. In addition, if you have at least 3 years of civilian Federal service, you are vested in the Agency Automatic 1% contributions, plus earnings.

TSP is a portable retirement benefit. You have the option of leaving your money in your TSP account; transferring it to an IRA or other eligible plan; or withdrawing it. Some of the advantages of leaving your money in your TSP account include low administrative and investment fees; a diversified choice of investment options (TSP), including the professionally designed lifecycle funds (TSP); and a number of withdrawal options (TSP). Some of the disadvantages include fewer investment options than an IRA and the limitation of a one-time partial withdrawal which is less flexible than that of an IRA.

If you have questions, please direct them to your benefits contact.

Thinking About Retirement - Plan Ahead!

You should begin planning several years before the date you have set for retirement so that you will know what is required to continue certain benefits into retirement.

Retirement Eligibility – Verify that you will meet the age and service requirement (OPM) on your proposed retirement date.

Make Sure Your Records Are Complete – Take a look in your eOPF (HHS) to verify all periods of civilian and military service are documented. If service is missing, contact your Client Services Division HR Representative.

Request Retirement Estimate - Request an estimate from your Benefits Specialist for your prospective retirement dates so you can determine whether your annuity, along with any expected income from other sources, will meet your needs at the time you plan to retire. The annuity computation is different for the Civil Service Retirement System (CSRS) (OPM) and the Federal Employees Retirement System (FERS) (OPM). Under CSRS, the basic annuity of any employee may not exceed 80 percent of the employee's high-3 average pay (disregarding the amount produced by the unused sick leave credit). Normally, total service of 41 years, 11 months, (excluding unused sick leave credit) produces the maximum annuity (OPM). ). Sick leave (OPM) provides additional service credit. There is no maximum annuity under FERS.

Thrift Savings Plan (TSP) – Saving for your retirement is an important part of your retirement benefits in addition to your monthly annuity. The retirement income that you receive from your TSP account will depend on how much you (and your agency, if you are a FERS employee) have contributed to your account during your working years and the earnings on those contributions. Using your account balance and the Monthly Payments Calculator on the TSP website, estimate how many monthly payments you can receive from your account when you choose a specific dollar amount or estimate how much you can receive each month if you choose monthly payments based on life expectancy.

Deposit/Redeposit Service - If you have civilian service for which you must pay retirement contributions (deposit) or repay a refund of contributions (redeposit), your Benefits Specialist can explain the impact that payment or non-payment will have on your retirement eligibility and annuity computation. Additionally, if you have post-1956 military service for which you owe a deposit, your Benefits Specialist can explain your options.

Survivor Benefits – You may wish to provide a spouse with a survivor benefit. Answers to frequently asked questions regarding survivor benefit elections can be found on the OPM website.

Federal Employees Health Benefits (FEHB) – To be eligible to continue health coverage into retirement, you must be enrolled at the time of your retirement and have been covered under the FEHB Program for the 5 years immediately preceding retirement. If you are a military retiree (or covered family member), your CHAMPUS or TRICARE coverage counts toward the 5-year requirement.

Federal Employees Group Life Insurance (FEGLI) – To be eligible to continue life insurance coverage into retirement, you must have been enrolled in the FEGLI Program for the 5 years immediately preceding retirement. You will have the option of deciding how much coverage you want to continue into retirement.

Social Security – Find out if you are eligible for a Social Security benefit. Contact the Social Security Administration at 1-800-772-1213. For information on the Windfall Elimination Provision and the Government Pension Offset visit their website at http://www.ssa.gov.

Designation of Beneficiary – Review your Designation of Beneficiary (OPM) forms that are filed in your eOPF (HHS) to ensure they are up to date. If you have not filed designations, benefits will be paid in the normal order of precedence (spouse, children, parents, executor of estate, next of kin).

Best Date to Retire – The best dates to retire are at the end of the month, the end of a leave period, or the end of the year, but it will vary. A FERS annuity is effective the 1st day of the month so the best day to retire is the last day of the month. A CSRS annuity is effective the day after retirement if you retire the last day of the month or on the 1st, 2nd, or 3rd of the month. Consult your Benefits Specialist when choosing a good date to retire.

Can I Have A Dual Enrollment in the Federal Employee Health Benefits (FEHB) Program?

Thrift Savings Plan (TSP) Erroneous Payments

Due to a recent processing error, approximately 9,700 active TSP participants over age 70 ½ were erroneously issued notices and minimum distribution payments. Only separated participants age 70 ½ or older are required to take these minimum distributions. The TSP Service Office has mailed out letters to the affected employees apologizing for the error; providing them with instructions on how to return the check; and assuring them that if the check is returned, their accounts will be made whole. Please notify your Benefits Contact if you have any questions.

How Can I Verify My Personal Benefits Information?

The Employee Benefits Information System (EBIS) is an HHS-wide enterprise application that provides employees with information about retirement and benefits 24 hours a day, seven days a week. EBIS allows you to view/print a personalized statement of your life insurance, health benefits, retirement, and TSP. EBIS also contains several estimators and calculators enabling you to perform "what if" scenarios concerning retirement benefits such as retirement annuity, high-3 average salary, TSP annuity, and TSP projected account balance. Additionally, EBIS has a comprehensive reference library of information relating to retirement, health insurance, life insurance, TSP, Social Security, and other benefits. Furthermore, EBIS offers a number of seminars that can be accessed from your computer! Course topics include retirement, insurance, Social Security, TSP, financial planning, investments, estate planning, wills, and taxes. These courses are designed to reach employees at all stages of their career. There are also over 40 benefits forms available via the system. These forms are available for you to complete, print, and submit to the appropriate office for processing. Learn more about EBIS by visiting the NIH EBIS web page!

If you have questions of a technical nature, e.g., trouble accessing the system, please contact HR Systems Support at 301-451-1436 or use their online web form.
If I Have Prior Military Service, Do I Need To Pay A Deposit To Receive Credit For Retirement Purposes?

If you performed active duty military service after December 31, 1956 (after June 30, 1960, in the PHS Commissioned Corps), you may need to pay a deposit (including interest) to DFAS prior to retirement in order to receive retirement credit for your military service. If you are covered by the Civil Service Retirement System (CSRS) or CSRS-Offset and were employed on a CSRS-covered Federal appointment prior to October 1, 1982, active duty service is creditable without a deposit. However, if you are eligible for a Social Security benefit at age 62 (or at retirement if you retire after age 62), the active duty credit will be removed or not used in calculating your retirement benefit unless you pay a deposit. If you were employed on a CSRS-covered Federal appointment on or after October 1, 1982, active duty service is creditable only if a deposit is paid. If you are covered by the Federal Employees Retirement System (FERS), active duty military service is creditable only if a deposit is paid. For further information, please get in touch with the Benefits Contact for your IC.

How Can I Determine If My Designations of Beneficiary Are Up To Date?

Designation of Beneficiary forms may be completed for unpaid compensation, life insurance, retirement (CSRS or FERS), and the Thrift Savings Plan (TSP-3 Form), if you want payment to go to someone other than the person(s) entitled under the normal order of precedence upon your death. Make sure your designations are up to date. You should also periodically review your designations to ensure they remain current. You may view designations for unpaid compensation, life insurance, and FERS in your electronic Official Personnel Folder (eOPF). A designation will still be valid, even if your family situation has changed. For instance, if you designated your spouse and you have since divorced, your former spouse is still your beneficiary unless you file a new Designation of Beneficiary, either canceling the previous one or designating someone else. The OPM website also has information pertaining to designating minors as beneficiaries.

For more instruction on what to do after the forms are completed please click the link for more information.

Temporary Decrease In The Social Security Employee Tax Rate

The "Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010" provides that during 2011, the Social Security employee tax rate will be temporarily decreased from 6.2% to 4.2%. This temporary tax reduction will not affect the employee retirement contribution rates for employees under the Civil Service Retirement System (CSRS), CSRS-offset, or the Federal Employees Retirement System (FERS). Given the tax reduction, CSRS-offset and FERS employees will see their payroll deductions decrease by 2%. Since CSRS employees do not pay into Social Security, this temporary reduction will not benefit them, so there will be no change in their deductions.

The Federal Employees Health Benefits (FEHB) Open Season elections and the 2011 FEHB rate changes (OPM) are effective on January 2, 2011. You will see these changes reflected on your Leave and Earnings Statement (LES) for the January 21 pay date.
How Can I Confirm That My Home Address Is Accurate In myPay?

Your W-2 for 2010 will soon be mailed to your home address of record. Please verify the accuracy of your home address by accessing myPay (DFAS) and selecting Correspondence Address. If your address is incorrect, make the change and select Save. You will also be able to print your 2010 W-2 by using myPay (DFAS). It will be available in myPay in late January.

Any address change you make in myPay will automatically transmit to update your TSP account record. However, this information does not automatically transmit to your health insurance carrier. To update your address with your health carrier, you must contact your carrier directly at the telephone number shown on your health plan ID card. To update your address with your dental and/or vision carrier, you must use the BENEFEDS portal or contact BENEFEDS directly at 1-877-888-3337. To update your address for your Flexible Spending Account (FSA), you must log into your account on the FSAFEDS homepage or contact them directly at 1-877-372-3337. The change of address also does not update your state tax withholding. If you have moved to or from Maryland, you must complete a state tax form for your new state and submit it for processing to the Payroll Liaison Team, Bldg 31/Rm B3C23. For movement between other states and/or the District, you must use myPay (DFAS) to change your state tax withholding.
