Title 42 Float Pool (Per Diem) under the Clinical Research Support (CRS) Program
Frequently Asked Questions
Q1: If someone is a FTE at the CC, what is the process that they will need to use to change over to Per Diem? I know that there needs to be a 4 day period of separation but do they need to resign and reapply for Per Diem?
A1: Yes. This is to ensure that they do not continue to receive benefits (Per Diem employees are not entitled to benefits)
Q2: The minimum that Nurses are required to work under Float Pool is 16 hours per month. I know that the shift can be cancelled if they are not needed. Does this include the 2 shift minimum that they are required to sign up for?
A2: Yes, the CC can cancel the "2 shift minimum" since that refers to the minimum number of shifts that a nurse must be available to work - it is not a guarantee of work for those hours.
Q3: If the CC finds that a PD nurse is not working out, not meeting the standards similar to an agency nurse then can the CC end its agreement with the nurse at that time?
A3: Yes, PD appointments are temporary appointments.
Q4:Do PD Nurses receive overtime pay or compensatory time off for hours worked beyond an 8 hour tour?
A4: PD staff are paid for each hour worked at the published hourly rate for that hour, i.e., the weekday, weekend or holiday rate for day, evening or night hours, regardless of the number of hours worked in a day or week. Unlike standard employees, PD employees are not entitled to an "overtime" rate for work in excess of 8 hours a day or 40 hours per week, nor can these employees elect compensatory time-off in lieu of payment.
If a schedule includes work hours that span 2 different shift periods, PD staff will be paid the appropriate rate for each hour worked, as shown in the example below:
A Per Diem nurse is scheduled to work on Wednesday from 7:00 a.m. to 3:30 p.m., but works until 4:30 p.m. The employee is paid at the weekday/day rate of $33.00 for 8 hours (7:00 a.m. to 3:30 p.m.) and at the weekday/evening rate of $35.00 for 1 hour (3:30p.m. - 4:30 p.m.). Note: 1/2 hour of the shift was designated as a lunch period for which the employee receives no pay.
