Leadership and Management Competency Model

The NIH Leadership & Management Competencies are expected of all GS 13, 14 and 15 employees in administrative occupations.  For clarity, these competencies are categorized into three groups: Visionary Leadership, Developing & Managing Talent, and Strategic Decision Making.

Each competency in this model includes a definition and key behaviors. The definition describes what a person demonstrating this competency might do. The key behaviors are examples of observable actions that demonstrate an employee is using this competency.

The self-assessment tool allows employees to reflect on their strengths and areas for improvement related to the key competencies of top performance in their occupation. Why is this useful? For employees, it provides a vehicle for discussions with their supervisors on the training and development activities they will focus on during the year. For NIH, the assessment results will help identify areas where we need to offer training opportunities to fill competency gaps.
