NIH Leave Bank Available in ITAS for 2014 Leave Year
The NIH Leave Bank supports personal and family medical emergencies that affect the lives of NIH Federal civilian employees. It is a leave sharing program that helps retain qualified employees and provides the NIH with a competitive edge during recruitment. The NIH Leave Bank allows employees to donate accrued, paid hours of leave not only as a form of personal leave insurance, but as a way to help other NIH employees in need.
Leave Bank has been available to NCI, NHGRI, and NIAID as a pilot during the 2013 leave year. Soon all NIH Federal civilian employees will be able to apply to become a Leave Bank member within the Integrated Time and Attendance System (ITAS). The NIH Leave Bank will be implemented NIH wide for the 2014 Membership Period (January 12, 2014 through January 10, 2015). Having the Leave Bank available through ITAS means access and management of all leave information will be in one system, providing employees with a convenient way to obtain and donate much needed leave. Donations will be placed in a “bank” and made available to members who are affected by a personal or family medical emergency that has exhausted their own paid leave.
2014 Leave Bank Membership Open Enrollment will begin November 18, 2013 and end on December 31, 2013. ITAS is a Timekeeping by Exception system. That means that as an Employee, once you have been set up in the system and do not use leave or earn premium pay, you really don’t have to do anything other than Sign In and Out (if required) and Verify your timecard (if required) at the end of each pay period. You can request your own leave and if you have Telework eligibility, you can request changes to your tour and/or do Telework Change requests. If you have Timekeeper or Administrative Officer access in ITAS, you can act on behalf of an employee and create leave requests, update profiles, add premium pay to timecards, process other actions and download reports, appropriate to your access. If your access is that of Leave Approving Official (LAO), your functions including approving/denying leave requests, approving/denying Telework requests, reviewing and approving timecards and downloading reports.
